About Application Systems Analyst

Essential Duties/Responsibilities:

  • Maintain, test, and support the core student financial aid applications, data submission applications, and other applications
  • Design, develop, and implement applications and system process improvements to integrate applications, add needed functionality, resolve issues with logic or data, and protect student data
  • Prepare detailed project feasibility studies, formulate complete system scope, project cost, time estimates and human resource and IT infrastructure requirements for new and existing application software systems
  • Prepare detailed documentation/Standard Operating Procedures (SOP) for new or modified information systems and/or application software programs, including operational procedures and manuals
  • Assist end users with training and questions related to student financial aid applications
  • Help review and test business continuity/disaster recovery plan for student financial aid applications and other ICHE information systems
  • Other duties as assigned

Job Requirements:

  • Solid understanding of agency mission and programs (http://www.in.gov/che); ability to work in a team environment with minimal supervision. Demonstrated self-motivation, attention-to-detail and initiative required
  • Demonstrated ability to communicate effectively, professionally, and assertively with coworkers and stakeholders. Demonstrated ability to lead discussion with technical and non-technical coworkers
  • Bachelor’s degree plus five years of experience; ability to read and understand complicated technical manuals
  • Experience maintaining codebases of large existing applications
  • Advanced knowledge in the following application and programming languages:  Microsoft Visual Studio, C#, ASP.NET, T-SQL, and XML. Solid understanding of relational database design principles and techniques in SQL Server, SSRS, and SSIS
  • Familiarity with version control, used to identify changes in source, solution, configuration, and other files (preferred)
  • Familiarity with Angular, Entity Framework and ASP.NET MVC (preferred)
  • Familiarity with Data Warehousing principles and design, ETL, SSAS, SSRS, and SAS (preferred)
  • Demonstrated problem-solving and analytical proficiency and careful attention to detail, while managing multiple application development software projects and priorities
